Can you buy ammo online? The honest 2026 answer

Yes, in most of the country. What decides it is not federal law but three layers stacked on top: your state, the carrier, and who you are allowed to be.

Yes. In most of the country, buying ammunition online is legal, ordinary, and about as eventful as ordering anything else that weighs thirty pounds. The question people are really asking when they type it is narrower: can it come to my address, by what carrier, and what happens at the door?

Those are the three layers that actually decide the transaction. Federal law is the least of them, which surprises almost everyone.

The federal layer is thinner than you think

Mail-order ammunition is not a loophole. The Gun Control Act of 1968 did impose a mail order restriction, and the Firearms Owners’ Protection Act of 1986 repealed it along with the licence requirement for dealers in ammunition only and the ammunition recordkeeping requirement for licensees. What survives in the federal text is a set of rules about who may buy and sell, not about how the parcel travels.

Two provisions do the work. 18 U.S.C. 922(b)(1) forbids a licensee from selling firearm or ammunition to anyone under 18, and to anyone under 21 where the item is other than a shotgun, a rifle, or ammunition for a shotgun or rifle. That provision is written against licensees. No federal licence is required to deal in ammunition — importing and manufacturing need one, dealing does not — so a great many online sellers are not licensees and 922(b)(1) is on its face a rule about somebody else.

The provision that reaches an unlicensed seller is 18 U.S.C. 922(x), which binds “a person” and forbids transfer to a juvenile of a handgun, or of ammunition suitable for use only in a handgun. The federal floor for a non-licensee is therefore 18, and only for that narrow category.

The state layer decides most of it

The useful way to hold the map is in three bands.

Two cautions belong with that table. First, Iowa is no longer a 21 state — it dropped to 18 in 2025 and is still widely listed at 21 by retailers and reference sites. Second, the open band is a checked list, not a complete fifty-state survey. Seventeen states were never established either way, and a state absent from the checked list is unchecked rather than confirmed clear. If your state is not on either list, verify it yourself.

The carrier layer is where good orders fail

Federal hazardous materials rules let small arms ammunition move as a limited quantity, and from there the carriers diverge in a way that catches people out. UPS routes limited quantity small arms ammunition to Ground only. FedEx prohibits ammunition on Ground. USPS does not carry it for ordinary shippers at all — the statute reaches it through the word “explosives”, and there is no consumer exception in Publication 52.

An adult signature at delivery is carrier contract policy, not federal law, with one documented exception: Colorado requires the carrier to verify 21 or over against government photo ID. Who you are, and what happens at checkout

Federal law restricts ammunition for people in nine categories, and it restricts receipt and possession as well as purchase. The provision that binds the seller is 18 U.S.C. 922(d): unlawful for any person to sell or otherwise dispose of ammunition to anyone they know, or have reasonable cause to believe, falls within those categories. There is no federal background check for ammunition; the standard is knowledge and reasonable cause. A checkout attestation is not theatre, and the nine categories of prohibited person, which cover ammunition as squarely as firearms, are explained in the prohibited-persons rules.

How an online order actually runs

  1. You choose the ammunition. A case of 9mm practice FMJ starts around $0.27 a round, which is the number price per round is built to compare.
  2. The seller screens the destination against the state matrix, and any credential the gated states require.
  3. The parcel moves on a permitted service, classified and packaged for limited quantity transport, with no outer marking that identifies the contents.
  4. Someone accepts it. Ordinary carrier policy, and in a few states statutory law, means an adult signature rather than a dropped parcel.

That is the whole machine. If your state is open, your credential (where one is required) is in order, and someone can sign at the door, buying ammunition online is unremarkable. If any one of the three fails, no amount of per-round savings will fix it. Check the state first, then the carrier, then the cart.
