Where we ship, and where we do not

Ammunition is lawful to buy across the United States, and it is not deliverable everywhere. This page is the whole list: every state, city and county that changes what we can send you, what each one asks for, and the statute or ordinance it comes from. It is generated from the same rules our checkout runs against your delivery address, so it cannot drift out of date while the rules move underneath it.

Every restriction on this page applies to ammunition only. Optics, cleaning and maintenance gear, storage, targets and range equipment ship to California, New York, the District of Columbia, Massachusetts, Hawaii, Alaska, New York City, Buffalo, New York, Albany, New York and Los Angeles, California exactly as they ship anywhere else, and an order containing both is not held up by the ammunition line. Magazines are the one accessory with limits of their own, and those are capacity limits rather than destinations. They are listed further down.

Where ammunition cannot go

Two different things close a destination, and they are not the same thing. In California, New York, the District of Columbia and Massachusetts the law requires the transfer to happen in person or through an in-state licensee, and no parcel we send can satisfy that. In Hawaii and Alaska the law asks nothing of the kind. The freight service ammunition travels on simply does not reach the address.

California

California ammunition has to be handed over in person

California requires ammunition to be transferred face to face through a licensed California ammunition vendor, so there is no address in the state we can deliver to directly. Accessories, optics and range gear ship to California normally. Magazines are the exception: California caps them at 10 rounds, so a larger one cannot go there either.

New York requires the transfer itself to take place in person, which a delivery cannot satisfy. Accessories, optics and range gear ship to New York normally.

District of Columbia

The District requires an in-person sale and a registration certificate

District law requires the sale to be made in person, requires the buyer to exhibit a valid firearm registration certificate, and requires the ammunition to be the same caliber or gauge as the firearm on that certificate. A licensed dealer is the only lawful route to a consumer. Accessories and range gear ship normally.

Massachusetts law requires a licence to be presented in person before a mail, telephone or internet order is filled, and whether that reaches a seller outside the state is genuinely unresolved. We are holding until counsel answers it rather than guessing. Accessories and range gear ship normally.

We cannot get ammunition to Hawaii

This is a carrier limit, not a rule of this state. Nothing in the law where you live stops you buying ammunition. What stops the parcel is the freight service it has to travel on.

Ammunition ships as ground hazardous-materials freight, and that service does not reach the islands. This is a carrier limit and not a Hawaii restriction: Hawaii has no ammunition permit and no dealer routing rule, and its permit to acquire and registration requirements are firearms rules that do not reach ammunition. Accessories, optics, storage and range gear ship to Hawaii normally. Hawaii would separately require a photo ID check and age 21 if a lane opened.

Alaska

We cannot get ammunition to Alaska

This is a carrier limit, not a rule of this state. Nothing in the law where you live stops you buying ammunition. What stops the parcel is the freight service it has to travel on.

Ammunition ships as ground hazardous-materials freight, which does not serve Alaska addresses. This is a carrier limit and not an Alaska restriction: Alaska regulates neither the sale nor the shipment of ammunition, and its preemption statute expressly covers ammunition and reloading components. Accessories ship to Alaska normally.

These states are open to us. A parcel just cannot move until a document is on file or a check has been arranged. You can place the order now: we email you for whatever is outstanding, and the shipment leaves once it is on file. Nothing is charged twice.

Colorado

Available once we have what it asks for

Colorado deliveries need an ID check at the door

Colorado requires the person delivering ammunition to check government-issued photo identification and to take a written acknowledgment of receipt, and it requires us to tell the carrier the parcel contains ammunition. Both happen on our side. You need someone at the address with photo identification when it arrives.

What we handle

  • Photo ID checked at the door, and a signed acknowledgment of receiptUnder review. Nothing at checkout satisfies this; it happens when the parcel arrives.

Illinois

Illinois needs two documents, and the address has to match one

Illinois requires a valid FOID card or Concealed Carry Licence together with an Illinois driver's licence or State ID, and the ammunition may be shipped only to an address printed on one of those two documents. Send us both and we can ship to a matching address.

What we need from you

  • A valid Illinois FOID card or Concealed Carry Licence. Illinois makes it a Class 4 felony to transfer ammunition to someone who has not displayed one. If the card has no printed expiry date or the printed date has passed, we also have to check it against the state system before we ship.
  • An Illinois driver's licence or Illinois State ID. This is required in addition to the FOID or CCL, not instead of it.

What we handle

  • A delivery address printed on one of those two documents. Illinois allows ammunition to be shipped only to an address that appears on the FOID or CCL, or on the Illinois licence or State ID. If your delivery address is not on either one, we cannot ship to it and we will tell you before we take payment.

Rhode Island

Rhode Island needs a state-issued card and age 21

Rhode Island requires the buyer to be 21 or older and to hold either a Rhode Island pistol and revolver safety certificate, the blue card, or a Rhode Island hunter education card. A hunter education card from another state does not qualify.

  • A Rhode Island blue card or Rhode Island hunter education card. That is the Rhode Island pistol and revolver safety certificate, or a Rhode Island hunter education card. A hunter education card issued by another state does not satisfy it.

New Jersey

New Jersey handgun ammunition needs a card or permit

New Jersey requires a Firearms Purchaser Identification card or a handgun purchase permit for handgun ammunition, and sets 21 for it. Rifle, shotgun and rimfire ammunition ship without it. Hollow point ammunition is lawful to buy and keep at a New Jersey residence and we ship it.

40 states and the rest of the country receive ammunition with nothing asked beyond the age floors below and the adult signature every parcel carries. 3 of them are written into the rules explicitly rather than left out, because each is widely and wrongly listed as restricted, and refusing an order there would cost you a delivery and us a sale for no reason in law.

Washington ships normally

Washington imposes nothing on ammunition beyond federal law: no credential, no check, no state age rule and no ammunition excise tax.

Maryland sets an age floor for ammunition designed solely for a regulated firearm and imposes nothing else on the seller: no permit, no routing, no shipping prohibition, no records.

A city or a county can regulate where its state does not, and some of these are written to reach a seller located outside the jurisdiction. They are evaluated against your delivery city and ZIP alongside the state rule, not instead of it.

New York City

Handgun ammunition in the city may only be disposed of by a city-licensed dealer to someone who exhibits a New York City pistol licence in person. Rifle and shotgun ammunition needs a permit plus a certificate of registration and has to match the specific registered firearm.

Buffalo's code says no person shall dispose of any firearm, rifle, shotgun, air gun or ammunition in the city, with an exception only for a duly licensed dealer.

Albany, New York

Albany requires the dealer record to carry the serial number of the firearm the ammunition is for, and to be kept for ten years. There is no way to satisfy that from a distance.

Los Angeles, California

Los Angeles requires a face-to-face transfer

Los Angeles requires ammunition transfers to happen face to face with a thumbprint, and the record to be transmitted electronically to the LAPD within five days. The city also closes ammunition transfers entirely on sixteen days a year around 1 January and 4 July.

San Francisco

San Francisco has a separate duty on sellers outside the city

San Francisco requires a seller outside the city that delivers ammunition into it to keep a record carrying the recipient's signature and thumbprint, and to email the previous week's transactions to the Chief of Police every week.

Magazine capacity

Magazines are the one accessory with limits of their own. These are limits on the item rather than on the destination, so they apply in places that receive ammunition normally, and they are checked against the capacity of the magazine you are buying.

Each of these appears on somebody's list of jurisdictions to refuse. We checked them against the primary source and they do not belong there. Refusing an order for a rule that was struck down, never commenced or never existed is a cost to you and to us, so they are recorded here rather than left to be re-added by the next person who reads that list.

  • Philadelphia, Pennsylvania

    § 10-837 is printed but dormant. It was conditioned on state authorising legislation that never arrived, and 18 Pa.C.S. § 6120 preempts it independently.

    The ammunition tax never took effect. The ordinance is marked effective date to be determined. Any list saying Tacoma collects is wrong.

Anything marked under review above appears here with the question that is open. Each one still binds our checkout in the stricter direction while it is unresolved, so nothing on this page is waiting on an answer before it takes effect. We publish the questions because a compliance list with no gaps in it has usually just stopped looking.

  • Massachusetts

    Whether § 123(k) reaches an out-of-state seller holding no Massachusetts licence. Two research passes disagreed; the FFL-routing claim rests on retailer pages and carrier contract, not statute; § 131E is repealed and no successor section was identified. Do not open Massachusetts without a written opinion.

  • Connecticut

    The research records the Connecticut credential requirement and an age floor of 18 in its decision table only, with no statute cited and no state section of its own. Ask counsel for the section before this is relied on.

    Whether the tax survives. Struck down unanimously in Guns Save Life v. Ali, 2021 IL 126014, re-enacted, reportedly struck again on summary judgment in January 2025, no 2026 appellate disposition found, registration still demanded.

  • Photo ID checked at the door, and a signed acknowledgment of receipt

    Whether the rimfire carve-out at § 18-12-117(1)(e) reaches the delivery duties at (2) and (3). It is written as applying to subsection (1), so on its face it does not. No agency guidance resolves it, and the conservative build requires the 21 plus signature delivery even for rimfire. That is what this engine does.

    Whether the tax is collectable at all. The prior version was struck down unanimously in Guns Save Life v. Ali, 2021 IL 126014; the county re-enacted and resumed collection; a circuit judge reportedly granted summary judgment against it again in January 2025; no 2026 appellate disposition was found, and the county still demands registration. The research says not to decide whether to collect without Cook County counsel, so the engine flags it and computes nothing.

If something on this page reaches your order you are told which rule, what it needs and what to do about it, at that point rather than after you have paid.
