Washington ammunition laws after the 2023 restrictions

Washington adds nothing to federal ammunition law: no credential, no background check, no retention, no age rule. The statute everyone cites for the opposite result never mentions ammunition.

Washington imposes nothing on ammunition beyond federal law. No credential, no background check, no record retention, no ammunition age rule. If you have read that Washington requires ammunition to route through a dealer, you have read something false, and it is repeated often enough that correcting it is the point of this post.

The rule that does not exist

The claim in circulation is that RCW 9.41.122 forces ammunition through a dealer. It does not. That statute concerns Washington residents buying long guns out of state — it is about where a firearm may be picked up, and it does not mention ammunition anywhere in its text. Our fact sheet flags the reading as false, and the distinction it turns on is the one that catches people: a statute about interstate long gun purchases is not a statute about cartridges.

The same correction applies to what is often called the 2023 restrictions. Our research identifies no Washington statute from that period changing the rules for ammunition purchases. The high-profile Washington measures in that era are firearm and magazine provisions, and they belong to a different analysis. What Washington does with ammunition is closer to silence than to restriction.

What actually applies

Everything Washington imposes on ammunition sits in the federal column, and the federal column is thinner than most checkout flows imply. 18 U.S.C. 922(b)(1) sets ages of 18 and 21 but is written against licensees, and no federal licence is required to deal in ammunition. Federal law does prohibit sales to the nine categories of prohibited persons in 922(g), which covers ammunition on the same terms as firearms, and binds sellers through the knowledge standard in 922(d). Beyond that, Washington adds nothing.

Local ordinances cannot fill the gap either, because Washington preempts them expressly: RCW 9.41.290 covers “ammunition and reloader components” alongside firearms. Four states do this by name, and Washington is one. There is no municipal layer underneath worth checking.

Two federal provisions do reach a Washington order directly, and neither needs a state statute to switch it on. 18 U.S.C. 922(x)(1) makes it unlawful for “a person” — licensee or not — to sell ammunition suitable for use only in a handgun to a juvenile under 18; that is the federal age rule written to bind an unlicensed seller. And 922(g) makes it unlawful for the nine categories of prohibited person to possess or receive ammunition, with 922(d) imposing the matching knowledge standard on whoever sells it. A Washington address changes neither.

Recordkeeping is thin on both sides too. Federal law requires no ordinary ammunition sales records — 18 U.S.C. 923(g)(1)(A) names firearms, and armor piercing ammunition is the one record duty our research found — while Washington adds no retention duty of its own. Nothing about a routine order generates a state file.

The exposure that is real

Washington’s genuine ammunition risk is not a purchase rule. It is RCW 7.48.330, a firearm industry member duty that expressly covers ammunition, requires reasonable controls, and makes violations per se violations of the Consumer Protection Act with treble damages available. That is a conduct statute aimed at how the industry operates — marketing, controls, trace obligations — not a statute about who may buy a box at the counter.

What did change, and when

One Washington change is coming, and it is not an ammunition change. HB 1163 (2025 c. 370) creates a permit to purchase, effective 1 May 2027, and RCW 9.41.090 conditions delivery of a “firearm” on a permit to purchase “firearms”. There is no ammunition language in it. For online ammunition purchasers, the answer to “what changed” is: nothing at the state level, and nothing is scheduled to.

Order of operations for a Washington buyer

  1. Order as you would in any open state. No credential to send, no permit to wait for, no dealer routing to arrange. Can you buy ammo online is the general version of this answer.

  3. Apply the prohibited-person rules seriously. The checkout attestation is not theatre: 922(g) binds the buyer, and 922(d) binds the seller.
  4. Ignore any summary that cites RCW 9.41.122 for ammunition. Read the section; it is about long guns. The same discipline — reading which statute actually names ammunition — is what separates the true rules from the folklore in every state this series covers.
